NO RO LDoN normal level 65.....a 25 stone weight boulder being carried by a halfling even in a magic world seems a little silly to me.... and why carry 25 stone weight in the hopes of doing 18 damage pray tell?? But on the other side...hehe... Vendor (Sateal Deirosap in the bazaar) only offers 1 copper for this item, to level one monk with 146 Cha and no faction, so I will probably give it to an ogre shadow knight that I know... smile...

Who wants to lay odds that this is restricted to these races because they are the Berserker races.
These are the supposed "Large" races. Even though Iksar are actually medium and can fit in any space a normal human can. Heck, Erudites are taller than Iksar, but according to the lore.. Leezards are bigger. /shrug
Berserker races include Dwarves, so while it would make some sense to have a boulder be for that class, (since it specializes in throwing - sort of) I think the racial restriction here has more to do with the boulder's size...
At over 25 stone this is not just a dense rock, it must be massively big too, so only "large" races could manage to throw it.

This is stupid, finally a decent throwing weapon for a rogue... Yet it can't be farmed, and halflings can't use it. I mean really, tell me one reason why this is race specific. I walk around with 270 strength all day, I think I could easily throw this.
