As far as I can tell, just about any mob in PoI can drop this. They're an extremely common drop, often 2 on one corpse. If you need one, just zone up to PoI and ask anyone near the exit if you can loot one.

It's a very common drop. I let about a dozen rot every hour I spend at the zone in pulling from the nearby mobs.
