Since this is found in Everforst Peaks, i would say this is something you can buy off a merchant with Adventure points.

It is a merchant bought item for 994 adventure points in everfrost camp. Not a bad item at all, I personally would use the augmentations to get some saves, thats the only thing missing, ac/wis/int/hp/mana included at nice levels. Granted its not PoTime gear but still nice.

From what i've seen, everything that drops in dungeons (excluding 65 hard, since i've yet to try) are droppable, except for the augments, and everything that's bought from the merchants are no drop.
