The 'Jester Card' found in Qeynos Hills is dropped (NO don't kill him!) by Guard Chestlin. Just wait for him to spawn at the Tower, then follow him.
He takes a walk around zone and drops 4 Cards. He stops and says something everytime he drops a card.
The only thing about following him is that the only way this Green Guard survives the full circuit is if you help him kill everything he tries to fight. I think he's like a level 7 Guard,..so Rabid Bears and Tovax will kill him quick.
Once your done saving him from himself you can give him the 4 cards for Coin and faction, or use the Jester for ToV.
