Been in Miragul's several times, and have not foraged one. Forage is at 185. Only ever got them in Tak. But no clue as to their use.
White Primrose Sells for 0 plat 1 gold 9 silver 0 copper at vendor Sateal Deirosap in the bazaar (human Monk level 2 charisma 141). and true that it is no longer tagged as a tradeskill item....

Tradeskill is not mentioned on item anymore.

I just tried the white primrose and water flask, says "cannot combine these items in this container type"... so it doesn't seem to be a valid recipe.
FYI.
One of these plus water flask fails as a brew. Hope someone comes up with recipe.
