Basically, as Tanadwen said, anyone can make it. If U invest about 30PP and make loads of unfired bowls you will get your skill over 100 in less than an hour. Felwhite is a good place to do this as everything you need is near to the potters wheel.
EQTraders.com has really good resources for all tradeskills, resource locations, recipes, etc.

I can make these on the zebuxoruk server.Just send me a tell.
As for how to make them you have to combine a block of clay, flask of water, deity sketch, and a wolfs eye agate. You can make it at any lvl but you will have the lease amount of failures if your pottery lvl is past 75.
