Long time since a post on this... but nothing has changed. Confirmed that it still drops of Goblin Soothsayers in Warslik's Woods tonight. Looks the same as all the other goofy dolls. I would love to seem a questline involving these.
The listing above says it's used in quests, does anyone have any idea WHAT QUESTS? Is this going to be another Iksar-only thing?
read this in a previous post.. " part of the third minor quest weapon Shaman's get in Cabilis."

I think this lead is mistaken. A doll is needed for the Shaman Skull Quest No. 3 (https://everquest.allakhazam.com/db/quest.html?quest=209), but it is a Froglok Hexdoll, not a Koada'Dal Blood Doll.

This item is great if you like other people inspecting you. How many other rangers warriors or rogues do you see walking around with a totum? The +3charisma is nice too for selling also.

i got one of these and SoJT from my campane in lake rathe, its funny to se a DE running around with to voodoo dolls

this item is also NO DROP, look at the picture. And the only creature I've ever seen drop this thing is a Goblin Soothsayer, it's a crappy item ne way =P
3 CHA is 3 CHA and Iksar need all the help they can get :)
