Looks like this is one of those revamp drops. The revamp happened during LoY so corrected the expansion and other drops of his that look out of era.

Your suspicions were correct. This dropped for my friends and I in Howling Stones East Wing off The Undertaker Lord and NOT in HoH. I'll send in a correction after this post.

why would a no drop item, with a recommended level of 45 drop in the Halls of Honor? You can't even access the Plane of Tranquility until level 46 and default HOH access isnt granted until level 62.
