This item as well Dropped from A Deathpriest, confirmed i looted it myself!
-on another note, these are used in some quest that begins in Grimling forest, only after the vah shir have taken over all the grimling camps and its given by some person after handing in legend of lies....

This isn't used in the same quest as Legends of Lies, that one only requires four books. I don't know what this item is for but presumably it is, or was, for one of the ring events in Acrylia Caverns, some of which are broken and/or removed.
