FYI for those who are unfortunate enough to attempt the ogre BL newbie armor quest: these do drop off broodlings, eventually. After I finally got one off a broodling, I checked my log to discover that I killed 141 lizardmen of the various types to get this first one. Seems like a rediculously uncommon drop for the main ingredient of a newbie armor quest (one needed for every single piece)

So far, I've had better luck finding them on the merchants than the lizard men. Yirrne mentioned about doing the Ruthless armour, which is a good idea, even if you just do it for the bracers, since you can wear both.
Just found one on a lizard mystic, so keep whacking away at those fellas too.

These scales seem to be fairly rare drops in comparison to most other lizard scales. I had the best luck having these drop from Broodlings in comparison to any other type of lizard. Be prepared to spend several hours hunting these scales down (in the meantime you may want to do the Ruthless Quest Armor from Luclin era just so you have something better than cloth to wear).
Also, I had no luck finding any on a merchant, but you may have better luck.
