Drops from Vicious Chokadai as well as Iksar Skeleton... seems to be random, but linked to the higher spawning mobs (they always mitigate slow)

Being ally you can walk right up to the zone in pretty easily at just about any level.
Granted 52's a little low to do anything in there once you get there.

considering I'd wear it at 54, yes, it makes some sense... much better than my sarnak earring of station, and I doubt that you'd be easily getting in here below 52.
