He dosent spawn at giants or nere them he ends up there . I used to know a secret with him but i forgot the darn thing. and becose im back playing EQ I will ask

Also drops from Martar Icebear.. Punk is doable with two mid twenties, as long as one is a decent meatshield.

got a bit hasty with the enter button there. Anyways, for my assessment- This is one of the best cold resist pieces of armor for an affordable price and an out of the way slot. What I mean by this is the fact that there aren't many low-mid end cloaks worth their prices with great stats. Whatever cloak you were wearing before is probably dispensable for this one, especially if you are doing velious dragon raids or play on pvp with the constant threat of wizard ice nukes. You'd be surprised at how this 20 svc piece of armor can cripple an ice comet's damage. All in all- fellow pvpers, go out and buy this cloak, it is cheap so you can afford to lose it! I'd say buy for 100 or less, don't be impatient and pay more (as long as its reasonable go with it). Also I'm not sure what faction it hurts if any in Everfrost, but this mob is around 30ish, in case you want to check it out for yourself.

I seek to add to the wealth of information on this evil man, so that he may be hunted and slain.
The Evil Marter Icebear tends to spawn on the flats around the Perma Frost gates. In hunting this man, a party of 26's can accomplish the task, but be wary - he hits very hard. A pair of hunters might include a druid/ranger/bard (for tracking) and complementary class for the battle, and the pair should be around 28th season for the hunt. A solo artist can accomplish the mission at around 31, but that is class and equipment dependant.
I have slain this foul man many times, and have found his cloak to be a very quick sale for 100pp each. Sadly, I have not the time to wait for the best possible price.
If you have the time, follow this evil man along his path. Starting from his birthsite near Perma he takes a meandering path that leads him arcoss the front of the Mammie Ruins (much to the bane of many a fallen Mamie hunter ...), then a lazy path to Megan's Tower and then heading over to the Bandl Flats region.
Sometimes, by the grace of the gods, another beast will spawn in his place. I have seen such forms as a "ice goblin whelp" and " a polar bear cub" spawn in his absence. It is most unusual to see a cub so far out on the tundra near the Mammie Ruins - slay it and head for the Perma Frost gate and keep tracking.

If you're talking about the Zweihander, yes it does unless Luclin changed it.
A lvl 35 shaman bud and I (lvl45 druid) nailed this guy since he popped, a week before Luclin came out. I gave my original cloak to another character so I needed a standby for the time being. I rooted him, my bud Dot'd/dd'd him poison style, and I nuked him to the point where even the snow beneath him was in flames.
He dropped both the cloak AND the Zweihander. I took the cloak, and my shaman bud sold the Zweihander.

Well, actually me and another warrior owned this chump, but I dont really care, he killed me once, so me and Laurynce killed him twice. I will prolly kill him again too. I plan to kill everything that has killed me more than its fair share of times. Muahahahahaa

I couldn't help it, i've just hit 34 as a ranger, and omw to Permafrost to bully the icegoblins, chanced upon Matar icebear.
Snare, Stingingswarm, Bow kite for a while engage in melee, and he started to run at 20% life.
Looted a cloak of him, and then hit track, hmm? he was up again. I ran over, medded near him, and this 34 warrior asks if he cna share the spawn. I say sure, no prob. I ask him if he needs help with Matar and got a curt reply "Don't need help from a ranger! i'm a warrior." ok fine. so while waiting, for him to heal up to full i just cast 4 light heals on him to heal him to full and 1 skin like rock to buff him for the fight. Then i sit back down to med, and on hindsight i hit the AFK button. Less than a minute later i get tells from this warrior, saying "elph me plz". Feeling evil, i decide to let him rot, since "he doesn't need help from a ranger".
Of course he gets the "AFK" reply from me.
Then here's what got my goat, i hear footsteps running past my medding point(underneath the stone giant statue), i thought it sounded like a Snow leopard, then suddenly

I was like WTF? Half a bub of health down for no reason. Since i was SoWed i decide to stand up and make a break for it first and assess the situation. I see a Matar Icebear at abt 50%life, and an injured warrior at less that 20%(less than 1 bub) who trained me and kept running.
Needless to say, i was very pissed off. I sent a reply to him;
RNG: Why did you train him to me? I was AFK and medding!
WAR: I didnt see you.help me plz
RNG: Of course i'll help you, i have you on track, better keep running.
WAR: ? i am running.
Then while tracking him, i proceed to lead Matar all the way back to that aggrogant POS warrior. The warrior, being low on health, cannot run very far and has to fight anyway.
WAR: help me snare him plz heal me plz thks
Feeling pretty frustrated, i decide to use him as my personal pet. I cast a skin like rock on him (heals him since it was already active from previous cast), then i cast Shield of thistles on him.
Of course, Matar proceeds to slay him and then i slay Matar, who thanks to my live damage shield, fights me at less than 40% life, and he starts to run even before doing more than 200damage to me.
Rule of the day: Be nice, and people might just help ya out.
By the way i'm farming Matar, since his cloaks are not lore, and i collected like 8 before i went to Gfay to sell them all at 200pp obo, but 4 were bargained down to 150pp and 1 was bargained down to 120pp plus a bronze cloak.

So because some silly warrior didn't see the wisdom in asking for your help, you decided that you would make sure he died so you could steal the kill. Killing two birds with one stone... not sharing the spawn, and paying back the ignorant warrior who dared to try to solo a mob several levels below him... that about sum it up?
You could have snared the mob, feared it and finished it with the warrior at your side. Demonstrating superior ranger tactics and capability - without being spiteful or vindictive. Hey you might still have outdamaged the warrior and taken the kill, but at that point the warrior had already said uncle.
While I could quite easily see myself acting similarly under your circumstances in the heat of the moment, in retrospect I would not have been proud of it... and I doubt I would have been so excited about the event that I felt i had to share it with the rest of the world.
I'm sure the warrior didnt try to solo matar again without help. You had an opportunity to make an ally that day. Eventually you will need a warrior as much as the warrior needed you.

As far as I'm concerned, the Warrior lost any rights to help when he declared, "Don't need help from a ranger! i'm a warrior." That sort of class elitism doesn't help matters any.
Despite that, if I were in the same situation, I still would have helped him - if he hadn't deliberately trained the AFK Ranger (and don't try to tell me it was an accident... there's no way it could have been an accident at that point). Live by the sword, die by the sword. Try to scrape off a monster that's killing you on an AFK player, you deserve to have that monster dumped back in your lap.
No mercy for the obnoxious and rude.

While I am not defending the Ranger's action towards this warrior, I will say something about his "superior tactics"...
They do NOT include a fear spell capable of working on human beings, the only fear spell a Ranger gets is "Panic Animal"... so a straight-up melee is usually the order of the day (with help from a few DoTs)
On a side note, the warrior could have kindly declined the offer for help without bashing another class.... so no one is really blameless in this situation - Ranger or Warrior.
But you and I being experienced players, it is all of our jobs to educate all players as to the strengths and weaknesses of all classes, so that when the next soloist refuses help based on class, it won't be in ignorance.

I have been in groups as a cleric, where people dont listen, endanger themselves... and others. After a few warnings... I let them DIE. that right. DIE. Its a game, the warrior was a jerk, Think about it this way... even IN CHARACTER he had every reason to play it as he did. The only twinge of pity was purely ooc. (not that i play on a roll play server) just saying. As a druid... I most likely would have showed off and charmed him as a pet. Or yes, played it exactly as the ranger did. I mean this ranger oviously cares enough to offer help, then be snubbed... Id actually most likely find an even more evil thing. Like fear Martar, train 3 cats or mammoths on him, and let fear wear off. *wicked grin* however if you EVER say hellow to me, Ill take out 5 guys, drop you a heal sow and strg and regen before you can even send a tell. but in this situation.... there would be one more corpse on the tundra. Maybe even ask him if he wants a corpse drag and take him deep under the ice with his over twinked noob butt. :D

having hunted in everfrost most of my playing days, i have never heard anyone that has killed martar and not gotten the cloak, and i have seen martar killed 1 to 2 times a day. I have also seen martar kill more then i seen him die. But alas look out Martar once i hit 30 I will be back to nuke you to death.

Yup. Its not an item I would wear 24/7 but its nice when facing a nasty mob and every little bit of sv cold is needed.

I have been playing for 7 months on ECI and stay in everfrost most of the time and have never seen karg at all. Does he even exist on ECI?

I just got this (Cloak of the Ice Bear) off Matar, and he was a *itch to kill. A group of 4, myself a 22 HEF RNG, 23 BRB SHM(Wulfheim), 24 BRB SHM(Lumdann) and a 27 HFL WAR(GuyStrom). We we just hunting Woolys and me and Guy were taking turns to pull. After about 4 hours of mammy culling, i finally got Matar on track. Shammy SoWed me, i ran over and whacked Matar and ran with my tail b/w my legs to let the Warrior tank. Matar really packs a punch when he's that much higher than you. (hits for 60+ consistently and doubles pretty often)
None of the spells would stick (of course) and after 1st 3spells, both shammy took turns medding and healing Guy, and myself whacking him for all i was worth, and taunting FAW when the tank's health was dipping and the Shammies were nearly OOM. Finally i was the only one with mana and had to back off to use Light heal on the WAR in between swings.
To cut it short, we finally beat the crap outta him, and i just barely won the roll... yippie!
Was so glad to finally have something to replace my back slot... still using my newbie lvl4 leather cloak heehee. It was so satisfying...

Ok So i was in everfrost by the ice giants with my 29Enchantres.....good thing a fellow guild memeber who was in his 50's was around to kill martar when he jumped and i took his cloak for my brother bard

Just killed Martar and got the cloak off him. He was yellow to my 30th bard. He killed me last time I went against him, tried to go head to head, he hits very hard for his level IMO in the 50-75 range. This time I kited him around a big hill and though he resisted a lot of my songs I wore him down eventually. There was a kilt on him too but I don't know what its for.
The payback was sweet. 8 )

I have killed both Martar and Karg quite a few times helping guildmates to get their cloak (nice cloak to bring to PoF) and both martar and Karg dropd the cloak every time
youll get a wizzy and druid quest kilt from martar, and will get a few swords from Karg as well as poloar bear pelts if someone hands in a quest wrong to him.

-Rangers (lvl 13-18) you can get this Cloak in exchange for helping a higher level character Kill Karg. You can Track Karg down while your hunting Mammoth calfs and Orc Mountaineers. Often higher level characters will pay rangers to give them a "tell" when you find him so that they can kill him for his RARE sword drop. (highly saught after item). Just ask for the cloak in exchange for your services.
-Druids (lvl 20+) this strategy works since you now get track but at around this you should have a better "back" item anyways (unless your fighting Cold magic creatures).
Again, a good AC item as well as a high Cold resist. Good item to have.

Sorry Anon but it is looted of karg (know this from experience ^_^) but i believe as rombo said that this can be looted from martar also.

I just noticed it says rare drop. Not quite Martar and Karg are rare but Martar drops this cloak everytime I kills him. Never killed Karg though so dont know about him.

This also drops off of Martar Icebear. He is the evil one and has no faction hit at all. Hes around level 30-32. Always blue to my 35 Shaman.
