Ruins of Kunark
Test server. Took maybe ~25 clears of the theater to get 4 bone shards.
man i been here for 12 hours no luck. this is gonna be a long prequest for chanter 1.5 :(

You're in the theatre? (If it is accurate that it is the only place for the drop, sounds like it could be a long camp).

I just finished this and the Dragon Boneshard is a fairly rare drop. About 15 mobs in the theater that these can drop off. Each one is on a 24 min spawn timer. I was lucky and able to buy 2 of them in the bazaar for about 10k a piece. Once you have all 4, make sure to kill all the mobs in the theater before you hand them to Spirit of Garudon. It makes the dragon Garudon a little easier to kill. Good luck =)
Took 9 hours for 1st drop. Will update on total time for four.
Oh yeah. This is good stuff. At this rate , will be 24 hours before i get 4.

Drop rate it totally random, but I figured 14 hours to get all 4 bones.
Any mob in theatre can drop this, so be sure to clear both upper areas as well as the inside of the theatre arena.
Dragon mob you spawn is a belly caster. Stand in his belly, no worries. Everything sticks.

Am camping for these at this very moment, have been here for an hour or so, 2 have dropped so far, 1 off a commander, and the other off a spellbinder.
In case some of you have a hard time finding the theater, you just go up the ramp near Spirit of Garudon, then immediately enter the little room with the 4 spellbinders and turn left. You will have to kill 1 see invis mob, then you'll see ANOTHER ramp that leads down. The 4 mobs at the top of the first ramp can also drop the boneshard, the one I got from the commander came from there. Hope this helps.

Diviners also drop the boneshard. Confirmed off of 2 different drops. That makes it possible to drop off any theater mob.
Reavers drop this item now as well. Looted 2 total to make sure it wasn't a fluke.

Collected 4 in a short time, Was fighting Spellbinders and the occasional Commander. Drops all came from Spellbinder's.
One guy offered me 10k for 2 of these, I only had 1 though. I'd never sell it though, at least not for 5k each, i'd rather try to collect 4 and try to get guild there instead.

Any clue on the drop rate of the bones?
Drops around the Theatre from various mobs.
We were never actually in the Theatre and had one drop, although I don't remember what mob it was :(
