Well this is used in the Froglok SHM shield quest.
I picked one up (on Bertoxxolous) in about the same location as the other people say it is. It was sitting under a tree in a sack when I found mine.
The reason I say it is broken is b/c my 1/2Elf Ranger found it and cannot use it. So here I go,again, destroying something that someone else can use that is no drop and I cannot give to a person who can use it.

I found it at location -148,283 in GFay

Has anyone been able to nail down a /loc for these I am looking but Greater Faydark is pretty big and I have had little luck so far.

On Fennin Ro I killed a PoD and he dropped one, if that helps at all =)

I dont have exact location with me, but my WE Ranger jumped off the POD lift and Headed for BB zone. Found one on ground under the tree city not far from lift (one gulley away from lift n direction of BB zone.) If you are on Veeshan, PST (Serutan) as I forage these too and will gladly pass on (before I destroy them to make room) and will try and get the LOC.
