The combat effect is actually Mana Sink (https://everquest.allakhazam.com/db/spell.html?spell=980), which is the same effect that the Mortificator Staff (https://everquest.allakhazam.com/db/item.html?item=529) has. Nice. Which groups of Tribals does this drop off of, the ones in the Cave that switch with Rockhoppers, or the "council" by Maiden's Eye? I've spent a lot of time hunting all of them, and I have never seen this.
