I took this off a Goblin in Runnyeye a few months ago. If you read the quest rundown, you'll realize you might not want this item after a certain level. About 1.5 PP was not worth taking up a slot in my bank since I was just farmin for PP's at level 40+.....leave it for someone, do an OOC with Loc, etc.....
