It's from a GM quest, and also an Artifact (meaning only one can be on the server). It's also no drop, so the person who got it on your server can't trade it.

AGAIN, ITS A GM ITEM! It doesnt drop from MoBs, that and the rivervale halfees mask isnt an item, its their actual look
