Fairly common bull alligator drop
This also drops off "a giant moccasin" (rare drop), "a corpse spore" (fairly common drop), "an alligator" (rare). Pretty sure I've seen it on other Innothule mobs, but don't recall which specifically.

I have tried to turn this thing into the frogluk jeweler that sent me to find it, but he gives it back with a message saying "i have no need for this item....." Does anyone know where it is supposed to be turned in at?

You sopose to just Hail him you don't need to give them the items just hail they will see you have them and the quest is done or he will direct you to the next part
