If you insist on insulting people, atleast answer their question. Many people play to play, and don't play for lore, or have any idea as to why the armor classes are the way they are.
And to answer the question at hand, it's because the classes you listed can not equip shields. No int caster (i.e. wiz, ench, nec, and mage) can equip anything but cloth (please correct me if I'm wrong, I do play a cleric.) Some of the wis casters (the classes listed here for this shield) can equip anything up to ringmail, and some can even equip plate (I know clerics and paladins can.) This item is this way because it is designed for wis casters, not int casters.

HI, Im not sure if it is mentioned already, but i know what there are shields for enchanters, if i remember correcty, they are usually made out of scales. I hope this helps some one out there :)
