Just to set a few things:
A lot of people say you cannot steal this while you have agro from Tani - this is not true. You can steal it from him while he is attacking you.
You can also trade it (not no-trade) and others can use them to turn in for the Rogue epic or the HIE mask.

It will work if bought from another player. FYI. you can stand on the roof of the dark elf rogue guild and pick Tani's pocket that way. target him then go outside. if you get caught like this it will give you a good lead on him to get to the zone

Picklock skill
Had no problems pocket picking (right when it spawned) w/ 137 skill for epic piece. Just fyi.

Being a dark elf helps this one out a bit due to the fact faction was already good. Positioned my rogue and on 2nd spawn was able to pp Stained Parchment Bottom. I have read many posts that state once you pick all the coin from Tani and try about 10 more times to give up and wait for next spawn. Hogwash! Keep picking away.... After taking all his coin and some pages too, I successfully got parchment after 21 unsuccessful attempts and game time was at 11 pm. He is opposite spawn of Founy for top parchment. Tani spawns at 7 pm instantly. Good Luck!

While doing my epic, I had to try this guy about 30 spawns before I finally got parch. Was in Neriak today picking up a soulstone to go to plane of hate, decided to pay him a visit for old time's sake. First try.

Here is the deal, I've died 6 times already, have tried the necro thing, nothing works been trying for two days no luck =-(. I'm a level 50 rogue with 200 pickpocket... Whats the deal! Grrrrrr Whats the deal with the red wine can anybody elaborate?

I started working on this yesterday. No note yet after 6 or 7 spawns, but have had no trouble at all as far as getting him to the zone with my necro, logging rogue back on and picking him dry. Be happy to help you, but can you provide some details on how you're getting killed?

I used my mask of deception and sneak/hide because the faction quest with the red wine does not work anymore. Main thing is do not over kill when you are stealing and you get down to copper then you fail to get anything then use common sense to determine if he even has anything left! The more you attempt to steal the higher chance you have of getting waxed. Very easy to do. Hope you all find it fun.

I used a level 1 Necro I just created for this purpose. I bought him 'cavorting bones' first level pet spell from Plane Of Knowledge for 2 gold...worthwhile investment.
Casted him and placed him next to Tani.
Ran outside, made my pet attack him.
Then started running to the zone - common neriak.
Made it, logged my rogue in...First spawn - picked him 15 times and earne 6 pp 10 gp 15 sp 7 cp
Second Spawn - picked note on first attempt.

I used the same tactics, created Necro, placed pet behind Tani, ran off, attacked Tani with pet whilst running and carried on running until I got right to the zone edge, where I let Tani kill me. Logged Rogue back in and started pickpocketing.
Took me 6 visits over the course of 2 days but finally pickpocketed the parchment. When I finally got it, I had pickpocketed 5 lots of money, and had 2 unsuccessful attempts, before getting the parchment.

Unreal.... I shat you not... Got it on 1st try today after spending 3 weeks on Lguk for mask and then turning in about 1250 bottles of wine in Neriak to get faction up.
FYI...the new Exterminators are a real pain if you die and then try to sneak back for corpse, but if you do the Red Wine quest...you dont even have to worry about them seeing through S/H.
