I too found one in Hollowshade Moor. Though, if I remember correctly I found mine on a Grimling.

Confirmed. This still drops off some grimling in the south camp in Hollowshade Moor
This now drops from a named mob in the lowest level of Kurn's Tower, called "a burynai flesh reaper", that spawns near a firepot at approx +200,-230 (not far from the zone-out to the Field of Bone). It also dropped a bone chip, which may have been intended as a final Clue to the recipe for Kurn's Jerky Delight.

Found off of a Grimling Spiritist in Hollowshade Moor. I cast Identify just to make sure it was the same item and it was. Hope this helps somebody.
