Planes of Power
I've been killing giant field rats for weeks, and still not gotten a single one of these to drop.
Drop rate on the whiskers is only slightly better, as well. (In that I've now got 3 of the 6 of those that I need.)
It's possible that the lowbie Druid and Ranger armor quests are broken, because of this.

They are a rare drop. I have gotten one recently, but that was only after killing dozens of them, and the giant field rats themselves aren't that easy to find, even using tracking. The whiskers are just as bad.

Lot of people get these confused with the Giant Rats that roam the same area. Make sure you get the Giant FIELD Rat pelt, as the giant rat pelts will not work. 
I hear people asking and complaining about them not working all the time on Strom where my Druid hunts.

Still working on my ranger tunic. Hey can you still get one of these at 12th lvl or does their being Green to me change anything? Is it unavailable to me now?
You can do the quest at ANY lvl. Even a lvl 65 can do them. As long as you get the stuff that drops off the mobs.
These things where a pain to collect. I got the Tunic (RNG) thou :D
