Seriously, these probably shouldn't be no drop...they would be great for twinking, but at the level these can be attained, most druids will have better. They aren't THAT bad, since they do have useful stats, but there are so many great leggings that aren't no drop, that i don't see these being looted very often.
I think these could fill a small niche among druids. They could be useful for druids who only have acrylia studded leggings or worse and maxed wisdom, or for someone who is relatively new to the game, and has advanced in levels fast without accumulating much cash for equipment.
Experienced players with a guild will probably have better.

You are missing out in some key elements of everquest here.
crappy stats + hard mob/zone + no drop tag = quest item
My guess one of the myriad unsolved quests in EQ, presumably ending in a druidic reward.

I'm thinking definitely no on the quest item. If you look at a lot of the stuff that has come out of Luclin, you see a few good items, and a LOT of complete crap. It has nothing to do with difficulty of the mob, or anything. Look at nToV, for an example. You're killing some not-too-easy mobs there, yet you're getting some stuff that nobody would even take for a twink. It's just the way it is.
Your thinking logical, but you have one error. This is Verant (Sony now) there is no logic to them. These legs are probably for a Warrior Necklace quest.
....with similarly crappy stats and a required level of 65 and a recommended level of 64.
this mob might be good for exp but the Elysian Leggings are much better for a druid!
