In this big debate of whether the Soldiers Notebook is vendor trash or
quest item, keep something in mind people ...
EVERY piece of loot you find in Norrath is for one of the following;
Food, Water, Skill Trades or Quests.
If you cast "Identify" on the notebook, it shows "magic item".
The one's who are confident it is only vendor trash think that way,
because no one can find any information about it, so you naturally
call it vendor trash because the notebook means nothing to YOU.
NOTHING is vendor trash unless you choose to make it that.
I destroyed 2 emeralds today while hunting, because they meant
nothing to me. Does that mean they are useless vendor trash ?
No they are used in quests and tradeskills, but I didn't need them.
So in that end, the Soldiers Notebook has a purpose. No one knows
(or is sharing) what it is yet.

There is plenty of loot in EQ that is none of the things you mention and now that quest items are flagged with Quest, we can see that this item is indeed nothing other than vendor trash.
At 203 sta this baby sold for 100pp to vendors wich is a great thing due to cash flow supply being low.

This is for a quest, which people aren't sharing the details on ... yet. Reward is class specific, from what I've seen. Would love to see more info about the quest.

This is a common drop in Hoh off the Valorian guards. sells for 129+ Plat to vendors, but is obviously for a quest. Anyone have more info?

Quest items are usually LORE. This has no additional information to identify. But I wouldn't jump to the conclusion that it's definitely not for a quest.

I wonder if there is an oposite faction NPC that might let you turn in all this soldier junk from HOH for xp or something. I will sell to vendor for now.
