This is for the geerlok automated quill, a tinkered device. It gives a 5% bonus to spell research.
Presumably, it's no drop so that only tinkers with LoY can make this new item.
Also, i believe it is sold at the merchant Kwyllon Geerlok in the Lighthouse in the Gulf of Gunthak. For those who have never been there before, just zone in. The lighthouse is the first building you will see past the dock, and no mobs are around to attack you.

so this is for no class and no race... um it would seems to me that it would be a wizard item but whats it do?...
