After freeing resistance miners, and popping the 4 Captains, the first Captain we killed - one in room adjacent to Wrank's - dropped this ring. Captains are an easy fight, can actually do this with one group of 54+ folks. I sugest not touching Wrank himself unless you are really ready for him. We killed Captains a couple more times, but did not see any more of these drop.
Captains killable with a group of three 50+. Still not too hard, you just have to know what you're doing..
Did it with a 52 paladin, 51 enchanter and 58 druid. Could have swapped a 50 cleric in for the druid with no trouble. The captains are USUALLY lootless, FYI.
