The mines are located off of Dulak's Harbor. You need to head into the big wooden pallisade like building (the one with the armorers and blacksmiths in it) and go up a ladder to get to the zone line.

You can also get in there through nadox, easiest way is as soon as zoning in from nadox evac, it will take you straight to the torgiran mines zone line.
