I've been wondering about this myself for quite some time. Why can't we upgrade the newbie armor as we reach specific levels? Like level 20,40 and 60. This would be a great way to make the game more exciting,because a lot of people would be running around looking for components we can turn in with the newbie pieces(etc) to get better ones. I think a lot of players would like to keep class/race specific armor as sets rather than break up the set with miscellaneous armor pieces.

Hand in piece of newbie armor with some money or loot from swamp....get better piece in return. Or forge old piece with specific loot to upgrade. Seems most good items can only be attained by higher levels and then they're useless to the ones who attain them....isn't this stupid?

i dont think its that bad of an idea... beable to upgrade newbie armor but only be able to do it at certain lvls...
it would be cheaper to do this than twink a character like mad... *shrugs*
