I got one of these a few weeks ago. If I remember right, it was the rare drop off one of the nameds in the cave area where the Trench Master is in Nadox. I dont remember which named it was, there are 2-3 of them that spawn in that area, but I do remember that this was the rare drop, as I killed each of the nameds in that area several times.

I was curious would this make you swim faster if you are maxed on swimming?

Your swim skill affects how fast you swim so I would think yes it would make you swim faster.

I believe, that as long as you haven't hit the hardcap in a skill (252) that any % increases DO help. Since swimming normally caps at 200, this should give you the same speed as a 210 skill.
