If this helps, we had this drop off a Luggald Evoker last night in the hall way near the ship's medic room.. Friend of mine had this drop off a random stowaway rat as well.. Seems to me that this is a ramdom drop.. Not to bad for a random drop.

Each Room in Hate's has a special drop - u can only get this in the wavemaker's room.

Got one a few days ago off of a luggald wavemaker (i think)
i think most loot in this zone (as with the rest of the zones in LoY) is random off of any mob. just kill everything :)

Had this drop off a Luggald Seditionist. From the other posts here and the fact that we also picked up 2 or 3 Belts of the Long Night which only dropped off of Stowaway Rats, I don't think the drops in Hate's Fury are completely random, but only semi-random. This item would appear to drop off of Luggalds (all Luggalds or maybe Luggalds of a minimum level).
I had this drop off a luggald hates fury. The ladder leading below in the first room. Went down it, the luggald that is static in the center of the room is what it dropped off of.
