as of the June 6 patch, this item was nerfed. It not longer drops, or has been put to a rate that is insane. I went there, and spent over 15 stacks of rubies for one of these. I wanted that effect to save my life, but found, i emptied my bank account. I got friends to try it, people will ally faction, everything. IMO the item has stopped dropping.. and it was such a nice item.

I play on both Rallos Zek and Xegony. I have been looking into these hoops for a long period of time now. I decided to give it a shot. On Xegony, it took a while to find Lynuga up but I got the hoop on my 27th ruby. Rallos Zek, on the other hand, is a different story =(... I used over 275 rubies on this (&#$(&#. After about the 100th ruby my attitude was 'OK, I have gone this far... not going to quit now after putting so much money in...' So, being the rich guy I am, I have(errr HAD) over 125k so I figured I would be able to get it eventually, I used more and more rubies. Around the 200th ruby, I petitioned. I kept on going, and finally gave up when a GM began talking with me. Well, it is confirmed... due to it being overpowered PvP-wise, it has officially been nerfed *cry*.. I wasn't even wanting it for PvP reasons =(

Just figured I'd add something, if you are on Rallos, and you are looking for one of those GODFORSAKENLY TOO COMMON (&#$(#*&$#& axes, then I would suggest doing this quest. Otherwise, do yourself a favor and keep those rubies... add it to your <I'm going to get a horse> fund.
sorry to change the subject, but speaking of horses, how much do they cost? i have heard from a lot of people that they cost over 100,000 pp, but i just wanted to check the prices out of my own newb dreaming, and to my surprise they were less then 87,000pp. would faction have changed the price that much or is that there actual price? and yes, i was looking at the chain (best quality right?) horses

The cheapest horse is around 8k (with cha buffed). The really nice thing is that 8k gets you 90% of what is useful about a horse. The speed aspect is mostly a red-herring (get yourself 10 sow potions for 1k, and those should last you quite a while). The real benefit for casters is that you are effectively always sitting, but with no agro! I've heard horses described as FT 10 for this very reason!

Saw Lynuga up, was carrying a lot of rubies I was using to make Mistletoe Sickles, and was feeling lucky (had just gotten a nifty new Vengeful Mistmoore Shield - thanks, Grongl!). I decided to drop some rubies on her. Gave her a single ruby - Brutechopper. Gave four more at once, got the mallet (and presumably lost three other items due to their being lore). Another set of four, and got the Hoop. Still feeling lucky, gave another character with me the rubies I had left, they turned in four - another Hoop! So two hoops for only 13 rubies.
Doesn't seem nerfed - just the vagaries of the much maligned RNG. Color me a very lucky (and happy) ogre.

it wasn't june 6, it was a couple days ago, like the 15 16 or something, cause i got one on june 8th, and when i went to get another one, i wasted a good 40k in rubies before i gave up
