Supposively, before the changes to NPC hand ins, you could give an orc pawn one of these and he'd say something amusing. Does anyone recall how he'd respond?

Are these the same scalps as are needed for the orc scalp collecting quest in Highpass, or will they not work? Trying to help a friend of mine who has become kos in Freeport, needs to raise his faction with the Freeport militia, though he's a dark elf so my first choice of collecting scalps from Crushbone won't work - he'd take an Indigo Brotherhood faction hit with each Crushbone orc he killed.

Just tried to hand them in to Captain Ashlan and he handed them back. the "orc scalp" was accepted.

Nope, not the same scalps.
Try the ones in Highpass. No indigo brotherhood faction hits there, just nice + highkeep factions.
Also, the ones in kithcor drop scalps too, but watch the time of day.
