I did him yesterday with a friend who is a 54 druid. We pulled his helpers. I did the turn in using Charisma (he started out dubious ened up indifferent), I was feared and doomed by the Doppleganger but my friend rooted and dotted the doppelganger easily.

I was able to pick this up at level 46. Maligar himself is part of a coterie of friends in West Karana. Those friends are green to 46, and easy to dispatch (charm each friend onto their pet and then chant the friend).
Maligar is an issue. If you give him the note (you get from Baenar in SK), he immediately poofs and his Doppleganger appears. It casts Blind, Fear, Root, DoTs, etc.
I made the mistake of charming Maligar first to hand him the note. This isn't a requirement unless he's KoS. He was indifferent to me though. He broke Charm and immediately tossed beaucoup spells at me :) I made it to NK with about 10 HPs left (out of 1500).
The second time was 10 minutes later when my friend, a 46 Beastlord, offered to help. The pet took the brunt of the assault. Between the BST MR Resist (about +30) and my two songs (Guardian Rhythms and Psalm of Mystical Shelding), we had about 160 MR. That was sufficient minimize, and sometimes completely mitigate, the spells.
The camp itself seems to be on a 15 to 20 minute respawn timer, so be aware they could pop in the middle of battle. Sure made some nice pets to toss at the Doppleganger :)
