yes they can sell more to merchants but first you have to obtain a rusty weapon and sharpen it with a sharpening stone which you can buy at Kaladim for a very low price

can you improved on a tarnished sword or is this as far as it can go?
I have the same question. The NEW description windows for alot of the tarnished weapons say they can be used in tradeskills and I have not found a recipe used for them yet!
