81 kills listed on Magelo since 2007 but not one drop. It seems unlikely that he currently drops this item, if he ever did. I wonder if it wasn't a reward from some quest involving him or something like that.

Replying to an old post, I know, but no, Lucan used to drop them. I've still got two. I'm not sure when it was changed, but it wasn't long after he became a high priority target for paladins when we discovered Soulfire. Maybe Verant at the time thought the Brilliant Sword of Faith + Boots of Brawn was too much of a reward or something.
Have killed Lucan over half a dozen times, and never saw these drop.
I think it is a misprint.

From around 7ish or so Lucan kills, throughout a period of 3 years, I've never seen these drop.
