You missed what I was saying. I'm very aware that Rogues dual wield. However, if you look at the absolute abundance of piercers from Luclin on up, you'll see that Rogues already have their pick. Just looking at the newer PoP stuff, you have Ifir (better ratio than this), the Gold Runed Mithril Knife (roughly the same ratio, with slightly better stats), and the Dart of Immobility (almost identical, Rogue only, and an awesome proc). That's three piercers, one of which is Rogue only, two of which come from the same zone as this. I'm not saying that Rogues shouldn't or wouldn't ever desire this. I'm simply saying that, in general, there are equally or more desirable alternatives. I stand by my opinion (which is all it is, not some kind of fact or dogma, just an idea) that this weapon would probably be most desired by Rangers and Warriors, followed by Bards, then Rogues.
Ifir is most likely the Holy Grail for most rogues. Being that it drops of of Fennin Ro, the God of Doomfire, its not exactly easy for most to just run out and get. There are several fine daggers to choose from though. This is certainly a fine DPS weapon for whoever wants it, and Grats to them for getting it.

Most rogues that I know hate the proc on the Dart of Immobility. The aggro reduction is not enough to completely offset the snare aggro. Also, while the Gold Runed Mithril Knife may be better, it might not be accessible to guilds who are in Sol Ro, but not in elemental planes yet.
