Not sure if they improved the drop rate, but my experience was easy. Was running 3 boxes to farm the items for the quest. On the first clear of the top floor around the arena the first two dropped. Made my way down the hallway to the north and by the time I got all the way to the bottom of the stairs the third one dropped. Took maybe 10-15 minutes tops.
The Hammer Casing seems to drop best at the bottom section after you go down the hall into the wide open room. Invis and go down that hole using Levitation and the mobs are in the hallway. After spending several hours at the top I got nothing but with the help of a 90+ Ranger he got 2 to drop within 15 minutes while helping my 73 Mage. I went back the next day and spent another hour in the same spot and got another one to drop. Hope this helps!

I've been killing Diakus for hours. Killed enough to get the "Bounced!" achievement. That's 1000 Ogres. And nearly all of those came in Tactics.
I guess if you complain enough the gods will hear. Got one off of the very next ogre. That's about 1,010 ogres in Tactics before 1 dropped.
