I'm sorry but if you were anywhere near the appropiate stage in game to get these, you wouldn't even look at the 20 wis on them.
You'd be looking at the hp/mana/total resists. That's what really matters when you're in elemental planes.

Even if you are at 355 WIS, you also have to take into account the various AEs and such that significantly drop WIS and other stats.
If you have (for example) a WIS base of 499 (before flaming, look at a legitimate Magelo profile: Kaidman - now take his 477/260 WIS [477 being what he would have if he could raise his max higher] + Clairavoyance [4: Increase WIS by 32] = 499) then take into account this little beauty Aura of Destruction ... you are now back to 399 WIS.
This example is on one uber toon, so just think what would happen if you had a MAX of 355 (with items, etc.) ... can we say WIS = 255?

Actually, the Uqua zonewide effect lowers wis/int by 350. The line that says stats 250 means ALL stats, including wis/int. Then they tack on an extra 100 wis/int debuff, just inc case you are really well geared.
So, in your example, Kaidman would end up with 149 wis in Uqua. My first time there, I had about 45 wis after the debuff hit, it was rather humbling. The worst part was seeing my strenght drop to 1, and walking around like I was snared.

No it is not. I have 390 wis unbuffed and I only have one piece of elementle armor.
