if they threw like 5 wis onto these, i would wear them, but they are mainly ranger-like stats. once i get the eboots, these will be most likely in the garbage
I don't think you get how PoF items like this work. This has STR, AGI and HP because this item was made to help with melee stats. That is why the pieces of Vermiculated that have WIS on them have very high WIS, to even out for no WIS on other pieces.

I think you are overanalyzing. I doubt there was any real reason why these boots have no wisdom or mana on them. It's just that in the good 'ole days (pre-Kunark) the developers responsible for itemization tended to put stats on items seemingly at random, without any rhyme or reason.
There's no reason why, for example, the shaman only Totemic Gauntlets have +int, but no +wis on them. They just do. Not much thought was put into the stat bonuses on most items back then.
