Anyone got a clue on who or what drops this? And does it have an particle effect? It sure looks like one of those on the picture.

On a side note-what a piece of crap for the effort...anyone in a guild capable of taking down Yelinak and friends is going to be weilding their epic...this is one of those "Well, if ya want in to prevent rot, send a tell now" items /sigh

Your side note is not accurate. I know tons of enchanters and mages without epics. I'm a 65 Enc and I don't have my epic. Besides, this is 100x better than the crap loot they used to drop.
PS. SoE really needs to do something about the shissar spawn in PoF (enc epic). It's the worst bottleneck in the game IMHO.

Worst bottleneck in the game? Come on. I dont want to get into this whose epic is harder then whose here, but if you think getting an Enchanter is hard, try getting a mage epic'd, and do it without buying any of the items. Most of us mages do not have 150k in the bank from selling some buff or ride to some zone, all of which is just mana and a common gem. So we actually have to beg, plead, sell ourselves into guild slavery to get a raid to go to the 7th ilse of PoA. I know out of politeness you stated IYHO but give yourself more credit then that and look around you. Maybe the better statement you were leaning to make was that your epic is giving you troubles here and its not fun. That way no matter who was reading your post, they could sympathized with you, at the very least they would be empathitic to your situation.
Diablolical is right, mage epic is unrealistic. I am a 65 Mistress and I am half way through planar flags and i think I will see time before i get that stupid epic. And our epic is hardly worth it considering the PoP pets are as good and sometimes better than our epic pet. I am lookin for nice INT pieces still and anything raid is more fun than camping Phurzi for the rest of my natural life. Epic's are not that great all around and it seems they are less and less worth the effort. I will carry a wand of musings again (lost mine at 60 along with all gear *tears) as soon as I can get a group to go after servitor a few more times.
