As far as I can tell, Dom Pathfinder didn't survive Lanys' hostile takeover of FV. You can get this in Neriak Third Gate, though, from Ootok (on ctrl-F).
These are now tagged as LORE and NO DROP

Dom Pathfinder (neg 2817 x pos 2682) sells this in FV; that's the 1st or 2nd merch hut along the north of the island - right as you come off the bridge.
If you killed LOTS of Goblins leveling your Iksar your FV faction might be good enough to get in, or you could get a wolfform.

I hear its buyable from Ootok in Grobb.. But where can an iksar get half these items..
