imo, while I'm not one to normally say it's a x, y or z class item, based on the stats, ac, and effect I'd personally rather see these go to a Berserker, then rogue, then BST, then ranger, then monk, knight (monk not higher because most of the ones I see pull to group, FD, wait til mob is at 20% and stand up to go get another...waste of vengance imo).

those monks must suck then, horribly. when i pull i have a good lead on the mob, usually wont even get hit, walk it till its just in front of MT and then i FD. in the meantime MT is shooting arrows, taunting, or casting aggro spells. so i can immediately stand up after i see it aggro tank. im FDed for less than a second per fight. waste of vengence? i think not. and besides, how often do monks get to wear boots with a plate graphic : P

Just won a pair of these last night. Killer boots. Expected a plate look but they actually look like scale boots when viewing Luclin models.

well as a Beastlord these are just about as good as it gets (4th best boots in the game for Bst)and best there is short of the Eplanes.

18AC for a Leather wearing class is excellent.
20Sta &125Hps= 196Hps for me, thats excellent.
15Wis & 100mana = 250 mana, thats excellent.
Extra Atk is always nice Ive noticed that Atk over 2000 you really start to smoke.
then top it off with +15 F/C/M and how could you ask for any better boots for a Leather wearing wis caster that CAN Tank...

Since all you plates classes are moaning about these just give em to your Beastlords, i garrantee you wont hear any moaning at all.

Yes, the stats and effect are great, but the first poster has a valid point- for tank classes the relatively low AC is a minus. But with so many classes able to use it, you need to balance things a bit, is all.

I think that even for most tanks, the low AC won't be enough to scare them away from wanting these.

AC soft cap has been raised substainally since PoP. Parcing topics/results are on "The Steel Warrior" and look encouraging.

18 AC boots are worth considering over 25/30 AC boots if they beat them by like 100+ HPS but hard to turn down a 45 ac boot.

Its kind of nice that AC means something again - I'm using a ac 35 no hp belt (used to be my haste item) over getting a ac 25 hp 85 belt - hard to say what's better, IMO AC is king again. Parcing seems to support that.

These boots are very nice. Indeed..the effect is awesome. But I don't know very many high level warriors (including myself) that would sacrifice 20ac (or more) for these. Warlords boots have good stats on them and alot more AC. At the level yuo can get these at...your stats are about where you want them to be and to sacrifice a big AC hit them is not something a Warrior/Paladin/Shadowknight will do. Now..a Ranger/Rogue/Monk would kill for these. Heck...my monks SS slippers only have like 8ac I think. And the weight on these is very nice compared to the AC and stats.


If nothing else...be damn glad they are not priest/caster usable. It would be a slugfest!

If your guild is smart then they would realize that Vengeance IV is far more valuable on a rogue than a tank. as a close second i would say a ranger. these boots are for dps not tanking, hence the low ac so why not give it to the class that can use them for that purpose.

Otherwise u might as well give a Flowing Thought IV item with 5ac to a monk cuz its 0.1 stones.

I don't get in the debate on what class this should be used by, it's pointless to debate on these threads. Once Rallos is killed, it's only a short time before the guild will move into the elemental planes for farming. In that case, the elemental boots are generally superior in stats, resists, and effect(s). You argue this would be best for a rogue but compare it to the rogue elemental boot:

Bidilis is more AC, more hp, same attack but 2hp regen on Aura of Daring, and equal resists. The other stats shouldn't be of an issue since most rogues are close to maxing their str/sta/dex by the time they are in elemental gear. RZ boots aren't bad but there is just better if the person is patient.

There are MANY warriors who actually know something about how the game works that would kill to get these boots on their feet. You see, there's thing thing called the AC softcap. Once you get past a certain point, AC is just not as important any more. By the time you can actually beat this encounter, you are well past this point. HP is your god.

ATK is also important, for all melee classes and hybrids. To your tanks, damage also aids in aggro generation along with any procs. True, damage dealer need it as well. There is a cap though, to worn atk modifiers of 250. Primal weapon procs count towards this. The cast spell of Avatar does not. These are all things to consider.

Now, to which classes these should go to. Any of the listed ones. You want to ***** about that, tough.

Theres also a thing called people who dont keep up with the game. These people post as if they were sages, and are actually tards because they keep proliferating crap.

The AC cap has been raised .. a lot. As a 65 Pally I have approx. 1750AC buffed. These boots are not plate class boots, the AC sucks. I wear Boots of The Storm, and looks like Ill be wearing those until I get elemental boots.

Tank are AC .. with Boots out there with 45 ac .. Give these to a rogue ,sk,bst or Ranger.

The Tanks main job is staying alive and keeping the mob on him. 145 hp? .. Bah .. 0.4 of a adverage hit form pop mobs.

Steel Warrior (warrior forum) parsed the PoP AC softcap in the range of 1900 AC. The old softcap of 1250 is for previous expansions. Put a 1250 AC warrior up against mobs hitting for 3000 and you'll need more clerics in the CH rotation for a lower pause.

Compare RZ boots to warrior elemental boots and it's a no-brainer as to which a warrior should go with:

Not the method I would choose,

Haste has a cap, only certain items or abilites will let you exceed it like Rangers bow haste etc. IMO, if you have 32% or better haste, with Chanter haste your maxxed haste anyways. Even 60+ shaman haste puts you at max pretty sure.

Route I would take is this,
1) HPS ( Hps > all ) You cant have too many, and that is why I think these boots are better than anything I have seen out of pre POP, including VT.
2) Attack Power, all melee need this. To my knowledge it does have some form of cap, when my attack is over 1600 I really dont notice much difference after this point. But the rift between 1300 and 1500 is massive, thats when you really notice.
3)AC , AC soft cap varies from expansion to expansion actually. Which is why you can zone into Fear and still get mauled for the same damage you did when you were 60 and in Kunark gear. At 8400 hps, and 1450 AC Im still taking the same damage I was at 1200AC, the only difference is the hps. But if I get my AC over 1500 I tend to take less big hits in POP I have found. Could be me , I havent parced it but others have said they have had similar findings.
4) Haste, get the best Hit point haste you can find and preferably not in a Back or Waist slot. If you can get the quest bracer out of TOV with 38ac 100 hps 41% haste you pretty much have the best haste availabe in game as a melee. Free's up all your other slots for more big hps items.

hp to 6k erm ok fine. but more is better
all resist to 100 unbuffed . for pop aye, luclin nope, buffs and bards can fix u up there.
atk as much as possible. sure dont matter too much though, 1300 at 61, if that´s u unbuffed , i´ll be jane and u can be tarzan. 1300 buffed is crap though :P
balance other stats . blah !?!?! who cares , u get em with buffs and gear without minding too much.
more ac . unbuffed ac is what counts for mitigation. rest is trivial.
