I was headed to Kurn's Tower and took the long way around just in case there might be a Cutter up, and there was! I was around level 20 and he was yellow to me, but me and Jobober took him out. Unfortunately he dropped the gloves, so I gave them to a Shaman friend.
For the poster that was commenting about looking for Cutter's in the tower, they cannot be found there, but there are plenty of Burrowers, Excavators, and Sappers.

It says it has effect hast 1, stats are still same thoegh
it is now a focus item that speeds up the casting of DoT spells ( as of this date ) unless they change it again

I have camped the tower for many hours on and off over the past few days. I've slaughtered metric piles of scaled wolf trackers, and never have seen the Cutter. I've asked many people in the zone if they've seen it, and none have. I am just left to conclude that this must be a very rare spawn.
The next order of business will be to see if the Cutters in Kern's Tower drop the anklet. I'll keep you informed.

Cutters not found inside the tower but outside of it. That's where I found mine and got lucky when it dropped the anklet. I gave it to my Iksar Necro since there ain't any cheap int footwear out there for iksar necros let alone necros in general.

Happened across one of these Burynail Cutter fellows on 7/28/2001 and now my wizard has footwear with int on it to replace her kobold booties :-) Now if only I could find this elusive dakoit guy...

I have camped behind the tower for ages with 2 different characters now. Went from level 16 to 23 with both and never seen a cutter.

i just killed him now (october 25, 2001) and got a polished stone anklet.

The Cutter is still in the game. I killed it on the Nameless a few days ago and got the Blockcutter Gloves off of him. First time I have ever seen one in taking 2 characters into their 20's in FOB.
