I assume you know this is a quest item. You need a Blizzard Gem, Symbol of the Daiku, Blue Diamond, and the Intermediate Stealth Manual.
The Blizzard Gem drops in the Bastion of Thunder, the Symbol of the Daiku drops in the Plane of Tactics. The Blue Diamond is common compared to these two components.

As an "unconventional" wizzy, all I can say is 12 dex in a range slot is nice, very nice. I may have to go for this instead of Fetish of the Agile/Nimble, (can't remember which one is better). And for those masses that think dex is not important for a int caster, it affects channeling majorly. You will know how nice a very high dex is when your group is getting slaughtered, and you have to get that evac off despite being beaten and aoe'd/nuked.

Dex has absolutely nothing to do with channeling. I'm surprised people still post these rumors that havent been disproven many times.
In the book for Everquest it said Dex has a little to do with your channeling.

When i solo my shammy and self-buff with HoS vs. without HoS's dex buff, i see a nice difference in the # of hits that interrupt me when i'm getting hit by a mob.
Ask any shammy if they buff to the balls, in AGL/DEX, how different they perform under similar conditions.
As for me ? i sit there laughing sometimes with approx. 200 agl, i can cast whole spells w/out even a hit. And no the mobs aren't greenies :P

and i quote from prima's EQ Guide. " Dex helps dtermine accuracy and spellcasting ability in combat" also "helps determine if you're inturrupted when your hit while casting a spell" Unquote....

And Prima Guides are the single most USELESS item ever released for EQ. By the time they are even sold, they are outdated and full of mistakes.

Why would someone put this in secondary?? Only peeps who would would be casters. And they already have int and wis books.

A ranger who's using a bow might want this for the extra stats in off-hand
Just gives you the option of putting it there, not that you have to. It is after all Range usable also. Great item for a Rogue
Thankfully it is also Range equipable. If not for that I would not see it getting much use.

get it for the Secret of the Planes item, that is more than worth it imho.
