I'd argue against this being flagged as 'common' rarity - I'd suggest 'uncommon' is perhaps more accurate.

Butler Fang spawns at approximately: -323.04, 127.53 (Spawn time seems to be approx. 20-23 min)
He is in the same wing as the Gypsy Pit amd Negotiater Room on map. Down the hallway from the "Kitchen"
(If you go the Gypsy pit, leave through the south door-Turn East-Go to the end of the hall-Turn South and go to the end of the hall-Turn West and that's where he spawns

I have camped the Butler and Maid and the teeth are LORE only, they can be dropped and sold like anything else.
