I need some help undestanding what the difference is between focus effects and effects. I got these slippers for the haste. I am a monk and you understand why I want haste items. Do I get any haste benifit from these if I am not a caster.

Focus Effects have an effect on spells not on your character directly.
This specific effect makes you cast spells faster then normaly. Other Focus Effects can have an effect on spell duration or effectiveness.
The item that would give your character haste would have a label saying; Effect: Haste (worn)

ok, have they changed the stats on these or do i have a special pair?
mine are same stats with spell effect haste 1 (worn).
so, is that a haste on weapon delay or on casting time for spells?

I noticed the haste effect on mine last night as well. Looks like a nice nerf to the item. : )

Welcome to the wonderful world of Focus Effects, guys. As of the June 5th patch, a LOT of the current items now have focus effects. Imagine my surprise when i realized that about 1/2 of the crap i was wearing now made me uber.. lol.
As for the haste question, it's SPELL Haste... cast your spells faster.

PLEASE rember Permafrost is a very easy place to get jumped by 4 or 5 mobs if your not carefull. go in a group or know what your doing

This item is dropped by the Ice goblin Scryer in Permafrost. He is a semi-rare spawn. we camped him for 6 hours and he spawned 7 times. We got the slippers each time even though it is said to be his rare drop. He dont spawn evertime and spawn time is 20 to 25 min. His PH can be any of the common mobs of Permafrost.
