I've been hunting and checkin NPC merchants for a week for these. Either SoE decided to make them no drop or removed this item from the drop table. You can not buy these off a cloth armor merchant. WTG SoE, forever looking ahead ....NOT.

I could not find any vendors in any cities that sold this item, (I guess I only tried NFP). However, Clomen Walker in Kithicor Woods sells them. Hes in the log cabin on the right when you first zone in from West Commons.

There is also a merchant in north Freeport that sells Cloth Armor ( I think all of them ). She is in that wide empty space next to the monk guild's room.

also sold by Gerault Takenmaul (cobbler shop) in North Qeynos

*not* sold by Zok Sevrana in Gukta (he sells cloth armor, not shoes)
