It says that it is "recommended lvl 53" but I did not think that it prevented use at a lower level. I tried to equipt it to a lvl 26 barbarian shaman and it would not let me take it. I do not see any other limitation other than the recommended lvl 53. Anyone have words of wisdom?

Recommended level items can be equipped at any lvl, it just won't have full stats. Also, all focus effects work at any level.

Anyway, I gave this to my lvl 40 shaman today and he took it fine, and the focus effect works.
