What level is the MOB that drops this?

Dropped off Charayan the Crusader, one of the new dragons in Skyshrine, on Bristlebane server
Seems odd to me, but this page doesn't format right. I can't see any info about where it drops or where it is quested.

Well, the other int classes seem to be more like classes that look for knowledge, and might conceivably be considered sages. Necros are too evil for the most part. They'd just as soon drain your soul from your body and kill your whole family than teach you something. Miragul was cool, but he's an exception to the rule.
