What drops this item and where?
And while we're at it, dumb question..it you're under 50 does that just mean the effect doesnt work, or are the stats less?

Most WORN efects on items work, even below the recommended levels.

Plus, the only items with recommended levels that were not equippable until the rec level, were dropd from lost temple of cazic thule. THose have been fixed. You should be able to equip this at any level, and use the effect, however, the stats will be reduced.

WRONG. I hate bad info. You WILL be allowed to equip this if you meet the class/race requirements regardless of level. This is not a required level item. You won't get full stats until you reach the rec. level, but you should get the effect. I've got a blood runed battle wand I use on all my twinks. Reccomended level 56, but the spell haste effect still works on all their spells. Expect to get the mana preservation effect at any level.

This effect works on spells 3 seconds or longer..
Kind of a give.., for casting a spell that takes 3 seconds+ to cast.
Nice effect overall tho.

Also inconsistant for the single class mana reduction focus items. If it only affects a single class of spell (healing, affliction, summoning, ect) it's usualy 25% mana cost reducion, or 10% duration increase or time reduction. Right now, this compairs to a general class item (affects all spells = 10%).

oh, and there arn't many healing spells that cast faster than 3.0, chloroblast being the one that comes to mind. Considering that is effected by mana efficiency 3 which dose reduce the cost by 10% I'm not sure what their logic was here...

I think that is because this is a Mage Focus affect, not a general focus item. Mage's can summon items with various levels of the same benefit. 10% is the lowest for this line, I think higher level Mage's can summon items with this same "beneficial" effect with up to 30% mana reduction - maybe even 40%.

Even though a "different" focus effect than either Mana Preservation or Enhancement Efficiency, I doubt this stacks.
